About the Author

Winston SmithDr. Winston C. Smith obtained his B Sc degree in Social Sciences from the University of Guyana in 1967 in the first graduating class of that University. During the academic year 1970 – 1971, he undertook a one year program at the St. Augustine Campus (Trinidad) of the University of the West Indies in the Faculty of Agriculture. In 1972, he did specialized training in Project Planning at the University of Guyana. In 1974, he graduated from the University of Guelph (Canada) with the M Sc degree in Agriculture Economics specializing in Agriculture Marketing. The subject of his thesis - “A Differentiated Pricing Policy to Improve the Dairy Industry in Guyana”. In 1982, he undertook a course in Project Preparation and Management at the Caribbean Development Bank in Barbados. In 1993, he obtained his Ph D degree in Business Administration from Century University (United Stated of America) and his dissertation – “A Cost Benefit Analysis of the J51 Tax Incentive Program of New York.”

Dr. Smith started his career in 1959 as a Primary School Teacher before joining the Guyana Public Services in 1961. Between 1968 and 1969, he served as Economist in the Ministry of Works Hydraulics and Housing and during 1970-1972 as Economist in the Ministry of Education and Culture. Dr. Smith worked as Agricultural Economist in the Ministry of Agriculture in 1974 before being appointed General Manager of the Guyana Marketing Corporation in 1978. He served in that capacity for two years, From 1980 – 1982, Dr. Smith worked as a United Nations Consultant with the Caribbean Community Secretariat (CARICOM) in Georgetown Guyana, before joining that organization as its Senior Agricultural Economist, a position from which he resigned in 1986.

Dr. Smith is a founder member of the Society of Professional Agriculturalists of Guyana. During the period 1981/82, he served as Vice President of The Caribbean Agricultural Economic Society and in 1983/84 was elected its President.

Dr. Smith presently works as a Project Manager / City Planner in the Brooklyn Planning Officer of the Department of Housing Preservation and Development of The City of New York.
